May 15: AI Policy and Stakeholder Tracking Report

Driving the Day

Today is May 15, 2025, and here are the key policymaker and stakeholder actions on AI you need to know: In Washington, U.S. Sen. Chuck Grassley (R-IA) is introducing a bill to protect whistleblowers who expose safety and security concerns about AI in their companies. After the U.S. warned companies around the world to avoid Huawei’s AI chips, China suggested the U.S. is “abusing export control measures.” In Connecticut, the state Senate passed Sen. James Maroney’s (D) bill to broadly regulate artificial intelligence—a revised version of legislation that failed last year after Gov. Ned Lamont (D) raised concerns about stifling innovation. While this version aims to address some of those concerns, Lamont says he remains “really cautious.”

In this issue:

  • Washington in Focus: Some cybersecurity experts are concerned about the Republican plan to block state-level AI laws.

  • Around the Nation: Advocacy groups expressed concern over a federal proposal to override state AI regulations.

  • Across the Pond: China invited the U.K. to its AI Summit this July.

  • Global Highlights: OpenAI is considering building data centers in the United Arab Emirates.

  • Outside Views: OpenAI pledged to publish AI safety test results more often.
