Today is January 6, 2024, and here are the key policymaker and stakeholder actions from the past two weeks on AI you need to know: In Washington, D.C., members of the House Select Committee on the Chinese Communist Party urged the Department of Commerce to issue “clear redlines” that would prevent advanced U.S. technology from falling into the hands of China by way of other countries. Meanwhile, the Federal Trade Commission announced an enforcement action against a company for misrepresenting the capabilities of its AI-powered tool, while a senior IRS official discussed the potential for AI tools to help the agency address sophisticated fraud schemes. Lastly, Politico discussed the key tech appointments announced by the incoming Trump Administration on December 23.

In New York, Gov. Kathy Hochul (D) signed a law that requires state agencies to publish reports on their AI use and that restricts agencies from using AI in certain circumstances. In California, several new laws regulating aspects of AI went into effect on January 1, including laws addressing pornographic deepfakes and the use of AI in political ads. In Texas, State Rep. Giovanni Capriglione (R) introduced legislation that would broadly regulate the use of AI technology in Texas. Lastly, Minnesota Gov. Tim Walz (D) proposed using AI to help prevent fraud in state benefit programs.

Overseas, Russian President Vladimir Putin directed his government and the country’s largest bank, Sberbank, to partner with China on AI development. In Taiwan, the Science Ministry warned forthcoming budget cuts could lead to reduced spending on semiconductor and AI development. Meanwhile, Politico Magazine published a feature discussing “how the UAE is trying to ‘future proof’ its economy with AI.” Lastly, South Korea's National Assembly passed the AI Basic Act, a comprehensive AI regulatory framework that “mirrors key themes found in the EU AI Act.”
